I can confirm Aetherial Wheels can drop FC IIIs, but not sure about the drop rate. Crafted about 30 of them and got 4 FC IIIs, so it may be bad luck, or low drop rate.

While slightly below average, that's well within the variance for all other r70 items. Average would be 5 FC3s from 30 wheels.
