I don't think those 15 points are for "experimenting", I'm pretty sure they did that so that we could pick 3 classes and safely have those at maximum with no risk to losing skill (provided you never put those spare 15 points into a 4th class).

Seems to me like SE really wants us to only pick 3 desynth classes, not 4. If they wanted us to have 4 at max they would probably have set the point cap at 450 instead of 350.
