Whats a good skill level to start in on doing Artisan Specs? I have all the mats needed to make ~60 of them (and the skills to turn any nuggets back into more) and wondering if I should wait till my skill level is higher. I'm currently at 74.46 desynth skill.

Not really looking forward to spamming dungeons for the i70 jewelry.

Personally, I'd wait until 100 skill where your chances are 100%. When my skill dropped down to 99.99, I failed one out of six desynths and it really pissed me off. Never doing artisan spec desynth again with under 100 skill :P

For you, well, it's up to you. How much do you like gambling? Remember that you only have a ~16.67% chance of getting one MCD every time you successfully desynth. At 100 skill, that's 6 specs for 1 MCD (theoretically). At 74 skill, your chances are only 58%, so that would be about 10.3 specs per MCD. If you're going for 10 MCDs, would you rather craft 103 specs now, or level up your skill and only have to make 60 specs later? If you don't find crafting the prereqs to be onerous, you might as well start now. If you do find it annoying, get your skill up first.

For GSM, have you looked into using the new glasses that take Garlean items? They should be a good starting point for you, if the materials are reasonably priced on your server. You also get FC3s from them, which are never a bad thing.
