The basement is included automatically as soon as you purchase the land and build the house - and it's included with all house sizes. This is because the basement is planned to be used for future content that is still to come (specifically, a workshop for building your own (well, your Free Company's) airship). At the moment though you're free to add furniture and stuff to it, hence it's made a small house far more versatile than they were at the launch of housing.

As for the vendors which a lot of houses have, these can only be set inside your house by purchasing vendor licenses from the Housing Vendor in each Residential Area - each one requires a separate license. Additionally, depending on your house's size, you're limited as to how many you can set (a small for instance can only hold two vendors - like for my FC's house we could only get a repair vendor and a material vendor for crafting mats).

As an upside you get to choose what gender and race the vendor is though. You can also set things like a summoning bell for your retainer and the Company Chest inside as well, but again, there's limited space for this, especially in small houses.

Summoning bell is a furniture. NPC permits are bought from a vendor in your housing ward.

I had thought that airship workshop was actually going to be a separate room? Basement was to make houses "bigger"

Each vendor license is 3k gil, summoning bell is 3 start housing crafting item and unless you have BSM in your FC capable of crafting it (while you'll stil need Wolfram ingot and Ancient Lumber which each require myth mats costing 500 myth each) prepare to pay between hal and one mill for it as it's still pretty rare and expensive item on MB. It's cheaper to run to one of the summoning bells located around housing area IMO. Junkmonger vendor is pretty much useless atm as it sels mainly colour dyes and dark matter (plus garden patches which you'll purchase only once anyway).
