[dev1065] Skills descriptions on action bar no longer changes

The descriptions for skills on the action bar no longer changes. This is a minor annoyance but I want to see it back to way before patch 1.18 was implemented.

Example: Even if I press key "5/Chaos Thrust" the pop-up description will not change and will remain for "1/Full Thrust".

I am positive this was not the way it was meant to be, so please fix it.
