"Low Level" covers all the four-man dungeons from level 15 (Sastasha) to 47 (Aurum Vale). When you hit certain levels, you may notice yourself getting into certain dungeons more often - for instance, Haukke Manor (28) is a commonly run dungeon, and then later Cutter's Cry (38) is quite likely to be drawn if you qualify.

There's more duty roulettes though - Guildhests (For all of the guildhests, of course), Main Story (which includes only the two 8-man dungeons at the end of the main story), Trial (Which covers the various 8-man "Hard" trials, from Cape Westwind up to The Striking Tree), High Level (which covers 8 level 50 dungeons), and Expert (which covers the 3 level 50 dungeons added in the most recent patch)
