Did they say when they are adding this as a drop? I know they don't want people gearing up too fast so they are adding it later, but I need some Sands of Time. I only have 7 from hunts.

They probably reconsidered on the sands after all the people that cried wolf at even one thing from Coil dropping in Tower. So far all I've seen are the tomestones needed for the Gerolt weapons.

From what I've read, Sands of Time will not be added from the Beginning and will be added sooner or later to CT2. Most likely 2.35.

Q: What's the drop rate for the unidentified Allagan tomestone, the sands of time, and oil of time?
A: As I mentioned during the previous Letter from the Producer LIVE, they will not all be dropping at the same time. We'll add them gradually as we progress through patches. We're planning to have unidentified Allagan tomestones drop first, and the drop rate will be about 30%. We'll be making adjustments based on the clear rate of the Second Coil of Bahamut and everyone's average item level.

They should look at the Hunt instead of Second Coil for when to release sands in cyrcus tower. UAT and Oil already drops there, saw both on my first run

Have only been rolling for oil since the gear in there is not upgradable and therefore no use to me.
