They did, however, add DR in 2.1, which makes low level dungeons much easier to run.
I think new low level dungeons will come with new races, if they had new starting areas. Right now if they add new areas without another race, then it would be expected to send you there at that point in the story line, which is after you are already 50, so adding in lower level dungeons to those new areas wouldn't jive much with the flow of the content.
