Battle Regimen are being delayed posting. 4-5 seconds or more. They are not instantly posted. I believe this is due to a disruption from auto-attack.

Skills aren't immediately ready when cooldown is finished. Still have to wait an additional 3-4 seconds before skill can be used. It will state skill isn't ready otherwise.
