I just want it so it always shows my debuffs first on the list. It's such a pain trying to keep up Phlebotomize in ST because depending on the makeup of the alliance it'll often just disappear entirely even when it's up.

I'm pretty sure it always shows the players buffs first. You may be thinking of Disembowel, which when someone else uses it will remove your Disembowel icon in favor of the fresh one.
