Minagawa made a post concerning this topic recently that I would love to share with everyone.
We are planning to implement options to the configuration settings to change the way buffs and debuffs are displayed in the HUD. (We’re planning to implement methods that do not affect display stress much, such as buff/debuff left align or center align.)
As for the implementation timing, this feature has an average prioritization rank, and we plan on implementing it at the earliest in patch 2.38. If other tasks take more priority then it may be after 2.4.
■Separated buff and debuff display
In order to make it so that the display UI’s stress would not increase more than it is currently, we would have to optimize the current process speeds and create space as the separated display would cause an increase in stress and memory. As we do not currently have the margin for this, we cannot address it.
As there is no guarantee that we can achieve the target value for the required memory and speed, it’s difficult for me to promise that we can address this. I apologize.

Well it's a good thing we play on PCs and PS4s with 3gb+ of available memory to play with that already run the game at 1080p/60fps, right?
They seem to have had no issue giving us full inventory display when the PS3 couldn't.
They also need to stay within the parameters of the minimum system requirements for PCs. The earliest they'd do anything that affects min. system reqs. would be the expansion since bumping up the minimums on a released product could constitute false advertising (imagine picking up a boxed version at Best Buy, installing it at home, and finding out that an update increased the minimums beyond your PC's specs) but an expansion is its own entity. The first expansion is also as far out as they've committed to the PS3 version.

Adding separate buff and debuff bars on PC and PS4 but not PS3 does not constitute false advertising. The game is playable on all three systems for all content that was introduced at launch and implementing new features on PC/PS4 won't change that fact. Console versions already have separate UI and lowered graphic resolution/framerate.They also need to stay within the parameters of the minimum system requirements for PCs. I just want it so it always shows my debuffs first on the list. It's such a pain trying to keep up Phlebotomize in ST because depending on the makeup of the alliance it'll often just disappear entirely even when it's up.


I'm pretty sure it always shows the players buffs first. You may be thinking of Disembowel, which when someone else uses it will remove your Disembowel icon in favor of the fresh one.
