To address parties starting the duty with insufficient numbers, we are planning the addition of a feature which automatically adds members if required once duty has commenced. This countermeasure is planned for Frontline campaigns only and is scheduled for implementation sometime next week.

When you log in to the game, you get a message stating that this fix was rescheduled to mid-July.

The following feature has been added to improve Frontline matchmaking:
(please note that this only applies to Frontline)
Party members will be added automatically if required once duty has commenced. Automatic member addition will take place upon the start of battle (when the gates open).

As you can see, that measure was already added. As you can also see, that says players are added AFTER the match starts. OP is asking for people to fill in prior to match start, and rightfully so.

Unless I'm misunderstanding, players have always filled in after the gates had opened, and so I was under the impression that the subsequent fix (the one I quoted) was talking about having members filled in before then. If not, then apologies.

Group leads used to have to select "Yes" to fill in missing members. Now they don't. That's all the patch did.
