A simple change would be to set it so that if someone has rolled NEED on an item and no one else can legitimately claim the item (ie, they can only roll Greed), make the item instantly drop. Having the wait timer when no amount of lotting will change the outcome is plain stupid anyway.

So, if the one who lotted need realized that the greeder actually would have better use for the item, he shouldn't be able to leave the instance to let the other guy get it instead.
It wouldn't be possible with what you describe.

    And... As for the OP...
Considering you were spiritbonding and the healer actually sticked around to wait for you to get back after every disconnect, expecting the healer to let you get an item for glamour only is a little much.
Since you went with FC and only pugged the healer, the healer had no chance of actually kicking you and the only way he/she could have left was with penalty.
If there is any harassment in this case, it's the OP that stands for it.

The only reason to not have it check the other types of rolls would be, adding more code can cause a potential bug. More than likely, when they made the lot timer, it never occurred to them that someone might be an asshat and sit there waiting for someone to DC. Nor should they think that. Every other game that I have played with a lot timer like this behaves exactly the same. If someone needs and no one else can need, it still waits out the timer. Personally I think the time is a little long, but then again DCs don't really happen to me.
