Forcing the Loot Timer Down: Is This Harassment?

Heya, got a quick story here.

I was going through Hullbreaker Isle with a couple of FC buddies in order to spiritbond some Amber Accessories for my Novus. The healer was the extra that the Duty Finder selected for us. The run started off pretty well, but then I started to disconnect. A lot. We managed to push our way through the instance, and we were singing the praises of this healer's patience with my inability to remain in-game for more than five minutes at a time.

When we finally managed to down the last boss, we opened the chest... and it had the Cuirass of the Divine War, which I immediately Need rolled on for glamour purposes. Given my likelihood of disconnecting again and therefore losing the right to the item, I asked the healer to please roll quickly while my FC friends left the instance to let me get the piece.

The healer asked me if it was for glamour, and I answered that it was. His reaction was to stand there and force me to wait out the loot timer for the item to automatically fall into my inventory. He did this knowing that I was likely to disconnect during this timer(therefore letting him have the item instead), and I can only consider it to be pure dumb luck that I managed to stay in the game for the duration of the entire timer.

My question is... is this a reportable offense? Could this be Harassment due to the potential of my disconnecting allowing for him to receive the item despite my Need roll?
