right now i am able to repair grade 3 items for both BSM and ARM while my BSM is rank 20 and my ARM is rank 17. my question is what are the Rank ranges for the other grades? What i mean is what rank does my BSM and ARM need to reach to repair Grade 4 and 5 items?

rank 30 to cover the grade 4s, 40 to cover the 5s

It still runs by the old rules, be 10 ranks below either the Item's Listed Rank or the Recipe Rank, whichever is lower.
By this token a r25ish LW can repair a r43 Wind Brand just fine.

Note that recipe rank listed on YG might not be the actual rank; it's only a reported number by players.
