Restricted worlds for world transfer service?

Edit: Not a problem any more. My guess is that it had to register that my character on the server I wanted to transfer to was deleted and that took some time.

I'm trying to transfer to Odin [EU] server, but it's not an option on the destination world list.

I made a character there to look around first, so I know the character creation isn't restricted either. Is there a list of the worlds currently down for transfer?

Or did I make a mistake when I made the character there? I just noticed that two other servers where I have characters are also not on the list. I deleted the character, of course, but does it take a while for it to register that I have no characters there?
