Unable to Download Patch files. [30413][10019][19900][3]

Okay, so today I decided to buy Final Fantasy XIV for the PC and in the process of downloading in via CD. I got an error saying Data.01/Data.01x Corrupted after finishing download. So after some time trying to figure out what happened, I re-installed the ff14 client through the main site. It downloaded fine with no problems until I go to the launcher. When in the process of being updated I noticed that the mgbs being downloaded had stopped. After waiting for about two minutes in came with the error saying "Unable to Download patch files etc" (picture below) Now I tried re-installing, restarting my computer and many other suggestions that were mention online but I still can't seem to find the issue.
I also tried changing where the file was being downloaded but it didn't seem to help any, when installing the client I made sure no files were left or any previous information to do with final fantasy.
If you know how to fix this, please just comment away
(AVG is shut down, Windows 7 , No firewall)

    -sorry my English is poor.

When it downloads files via patch it first downloads them to My Documents\My Games\FINAL FANTASY XIV - A Realm Reborn\downloads\ffxivpatch

If you go to that directory, you'll likely see at least one folder which is 8 characters long (and all random letters/numbers).

Delete the folders in that directory (so My Documents\My Games\FINAL FANTASY XIV - A Realm Reborn\downloads\ffxivpatch is empty) and then restart the launcher, it'll start downloading the patches again.

Edit: Where I've said "My Documents" I'm referring to your main Documents folder which will change location per computer. The rest of the path will be the same for everyone.

There's no download file that's located in the FF14 folder.

So I have a bit of an update, I found my FF14 downloads in a different section of my documents directory. So i dragged it and put it in my original FF14 folder.. Now when I delete the file containing the patch you mentioned, I go to start up the launcher with the same error occurring and go to look in my download folder to see the same patch i deleted to still be there.

I got exactly the same problem before when trying to download and install my digital EU version of FFXIV. And i got it fixed at the end by doing the following and I hope it would help on you too.
First thing first, which version of FFXIV you purchased ? US ? or EU ? Why i ask that is because i suspect that the patching/downloading server from SE will block the foreign IP address to download the installation /patch files or at least it prioritized and lower your priority IF you are not come from the same region of your purchased FFXIV version.
I bought the EU version of FFXIV and connect from Asia, I never can download the FFXIVboot.exe as well as the recent 2.3 patch in normal way by the Launcher until I make my connection going through the VPN and pretend I connect from UK.

So you can give it a try to make your network going through the VPN which probably can solve your problem as it did help on my case. You can find the instruction for setting up the VPN tunnel from the below web link.
