it is female highlander underwear. It's race specific, sold from a vendor.

Do you have a picture of the front of that because I didn't look at the back, it looks similar, but i don't think that's the outfit I saw. It looked like the black bathing suit you can get from the vendor in Mor, but it showed more cleavage, and it had laces going all the way down her waist to her stomach, and then the legs were like the swimsuit bottom, but laced all the way down her thigh.

You can get them from the vendor outside the adventurers guild in uldah, vendor by the gridania crystal, and from bango zango right next to the limsa crystal. But like others have said, that style is tied to my race (highlanders), your race gets a different look & so do the others.
