Bumping again. The problem persists.

I've also tried Compatibility Mode (running Windows 7 x64-bit) & Run As Administrator. No change. System Error: 7. HTTPS System Error.

If no one responds I suppose I'll just re-install the game. I would really appreciate a response from Square support as to what System Error 7 is, or from another user who has experienced this problem and resolved it.
