I'd like to play this game with my friend who also bought it but the problem is that the world he is in (Balmung) isn't accepting any new characters. He had this to say about it...

yea you could try late night hours for those servers that are hard to get into. worked for me before.

Here's the Note Regarding Character Creation Restrictions. It gets updated every 4 hours but the actual server restrictions change more frequently than that.

He is correct, it's all based on how many people are currently logged in so just make a character in the early morning or late night and generally you should be good.

Oh god tell me about it, my friends that I use to play with on original launch are playing on EU Odin and can I hell get in to the shard. I've been trying for two days, even stayed up till 1am with no luck been trying most of today as well but same problem. I assumed when the world cup kicked off that it might be a bit quieter but no at this rate I'll have lost three days of my sub and not even logged into the game.
If I can't get in by Monday and join up with my friends I'll be cancelling. Whats the point in paying if we can't even play?

Generally the weekend is a horrible time to create a character since so many people are playing (especially since there was a patch last week) . Hopefully you will have better luck on a weekday during an off time.

Instead of staying awake till 1 am get up at 6-7 am

6am is the golden hour. The all nighters knock off in droves a around that time. Should have no problem getting in around that time.
