    The behavior exists because it's promoted by the system.

    1) More cost effective rewards than doing dungeons (Soldiery and Myth rewards are huge) + Acquisition of Allied Seals
    2) Can be zerged by 100s reducing the difficulty of the encounters (If there ever was any)
    3) Rewards acquired through seals are things everyone wants, but were previously gated behind both difficult content + lockouts (Coil) or just recently a lockout (CT2)

    The above three points alone make it so that it's easily the most cost effective way to spend time in game sans actually clearing Coil for the week. This isn't just a playerbase issue - the system promotes cheating/cheesing the system because people want the rewards that bad.

    Also in regards to the premature pulling - that is 100% working as intended. Hunt was NOT meant to be a loot pinata or some server wide event, the encounters simply don't have the HP pools to lend credence to that interpretation. On THAT point I will say that is certainly the community trying to turn content into something it isn't meant to be - but again when the rewards are so good it is to be expected that people WANT it to be that kind of content. Because you hypothetically COULD reach every mark first people expect that they WILL reach every mark in time for credit - which is ridiculous. If you didn't find it then don't be mad when you don't get to it, in all honesty they should be glad that they were even able to find out about it.
