UI Flickering and broken graphics

After the most recent patch my UI will flicker at random times and some graphics do not appear as they should( I.E. in Coil or other places the background scenery shows up as dots instead of what it should be)

I was not having this issue before the patch either. PLease help.

No actually it doesn't look like this. The UI flickers and gas or mist like graphics appear as dots instead of what it is supposed to look like.

I get a flicker of the whole chat box and user names when I am near the summoning bell in Mor Dhona. I am on PS4.

I happen to be on PC, But I have noticed that it does indeed get worse around the summoning bell.
