From what my one friend has told me, most of the RPers on Gilgamesh moved to Balmung after being chastised on Greg for RPing. At this point I think it's mainly just Balmung that hosts a lot of the RP guilds, although they can be found throughout all the servers in very small numbers.
Aye, most of the major RP guilds and players seem to have left for Balmung at this point. There are a couple of FC's trying to make the best they can of it but since it seems like 95% of the RP they do is in FC Housing and such, and not out in the open world, it makes it look like there's zero RP going on to anyone who shows up at the Carline Canopy and walks out up the hill towards the Aetherite. At this point, for RP, everything I hear is that Balmung is the place to be/go.

I play on Balmung and I can confirm that it is the official "unofficial" RP server for FFXIV. You won't have any problems finding an RP FC. There are RPers in all the major cities and even some lesser ones. It adds to the environment and immersion of the game. I am not an RPer myself, but I enjoy seeing all the RP going on around me. Now just a warning there are some ERP fc's on Balmung, but they are not the majority. Only bad thing about Balmung is that it can be difficult to make a character on since the population is so high.
I'm in the same boat. Although I am not a heavy RPer (I will add small things here and there to play along), RPing does add immersion into the world and I enjoy it when I encounter RPers. I just wished there was more of them on Siren. I'd transfer to Balmung if I could, but I have close friends and my raid group on Siren that refuse to leave so I'm kinda tied down.
Who knows maybe RP will become more standard across more servers with Balmung being so full. I would love it if a good portion of them were "RP servers". It would be nice if SE could label certain servers as RP servers so new players would know which ones have a higher population of RPers.
One possible issue is that if the developers themselves designate RP servers, it suggests that by contrast the others are not RP servers, making it actually harder for RP communities to establish themselves anywhere else. As long as it's the players deciding which servers to tack that label onto, it becomes a matter of where RP is most common rather than where RP is (or is not) appropriate.Who knows maybe RP will become more standard across more servers with Balmung being so full.
