If you get interrupted on Core blimey quest whilst handing in the cores your action bar doesnt reappear until relog and you are unable to interract with anything. May also happen on similar things.

2nd:
If repairing in a dungeon and a cutscene interrupts, all your abilities are greyed out and unusable till either relog or dieing.
