There was a dev post that said that the reason they're not implementing capes at this time is because of the burden of cloth animations. I imagine it's the same with flag physics.My only suggestion right now would be to the flags you've added to the cities.
They look eerily odd hanging without any movement,
especially at the heights of Limsa, and the wind-swept streets of Ul'dah
A small amount of waver physics every now and again wouldn't be bad.
Perhaps have the physics work on a certain basis so that it doesn't look fake.
I.e all flags move one after the other, like wind would be affecting them, and
have a variety of physic animations that the system could choose from.
