Hp scaling based on lvl 50 players online, or damage taken reduction buff based on number of lvl 50 players in area (at least 100 yalms). And problem solved.

Well it's a good thing I didn't suggest that at all and instead have been talking about changing the incentive structure
No it does not. It will just be bigger zerg groups with more people and more DCs and models not loading. You're taking content designed for groups of 8 to 24 and retrofitting it for groups of 200 simply to keep it being the EXCLUSIVE PLACE to get Oils and Sands outside of a raid. Rather than solving the obvious design flaw you're agitating it.
So what you're saying is people should ignore every other form of content out there just to do Hunts, because nobody will be in the ideal situation where they can get full credit for every hunt every time one is reported.
The problem is that hunts are the only way to get allied seals. I'm not even doing dungeons anymore, except for the mysterious map exp roulette, since I can easily cap myths just doing hunts. If allied dropped in other places like frontlines and even dailies then it would disperse the crowd evenly. Also since the July 11 patch my ls and fc has gotten pretty quiet with regards to B ranks and sometimes A ranks. No one seems to be calling it out anymore.
Because all you're doing by calling out an A rank or B rank is killing your own contribution. Maybe everyone else has some trick, but I haven't figured it out. Why should I sit around waiting for strangers to come up so I can get less seals? They should have never put raid gear on this vendor, it's a massive mistake.
This is my experience as well.
The other day I told some people in mumble that I was doing hunts. Then I noticed one of my FC buddies run by on his mount in the area I'm searching.
I ask "Where are you going?"
"Oh, um, hunting mark spawned. Albin."
It's getting so bad, people just aren't spreading info any more. I never see shouts for hunting marks any more. The only marks I ever see are the ones I find, the ones my LS reports (very few), or the ones my party finds.
I did marks for about 3 hours yesterday, got about 48 seals. I'm up to 108 so far after 3 days of doing pretty much only hunting marks.
Lose lose situation.
If it was pure vanity stuff, then you would have complaints that they are practically pointless and you would have far less people out doing it, which would then lead to the usual "Nothing to do in the open world".
You add the raid stuff, and you get half a dozen forum posts about how much a failure hunts are.
They could have used that Leve system thing, but honestly that just creates the illusion of open world, and if it required spawns to be killed to pop those leveNMs, then you just end up with the same situation now.
There was absolutely no way Hunts were going to turn out any differently if they actually intended them to be Open-World and relevant.
Not true, plenty of people do Treasure Chests for the Bluebird. You're just dismissing their lack of foresight by pretending this is the playerbase's fault, it's not though. This could easily have been fixed by having a few more pets and mounts on the Hunt vendor or by offloading Bloody Logs on to the myth/soldier vendor. Simple fixes.
Instead we've got a bunch of people who are in a manic stir trying to find some magnamanous solution where everyone on the server wins all at once, and you know what? It's not possible because hunts are a zero-sum game. Changing them to a ridiuclous Odin/Behemoth loot Pinata is such an awful solution, however I'm sure that's what we're going to get left with because in the end people want it.
That's how it should be. Marks should go to the people who find them. The only thing that announcing it to LS does is encourage leeches to hang on to it, contributing nothing to the hunt and getting rewarded for it. As far as I'm concerned, those who want Seals should be actively putting in the effort. I've outright discouraged my hunting LS from posting co-ords for A's and B's (S's are another matter), instead making it a place to find parties to hunt with and co-ordinate efforts to force-spawn S's.
And that's exactly the problem with the way it's designed---it dissuades people from working together because it will reduce their own reward. They need to increase monster HP and be more generous with deciding if you get full seals. Oh, and no special bonus to the person who "tagged" the enemy, either.
