Only affects your magic itself, Summons are linked to level that are automatically capped.
Your DPS is affected a bit, it's not HUGE but early into endgame it could be an issue. Lucky you don't really have to make that choice cause you can get respec items cheeply from your GC vendor. I usually get more then enough tokens to buy them in a day so I'd imagine as long as you tried it wouldn't be a huge deal.
So the simple solution is to farm up enough tokens and buy a lot of respecs and use them based on what you need at any given time. Also wile running as a Scholar if you needa DPS on the fly instead of switching class just use Cleric Stance (from CNJ) and you get a huge boost in DPS, and you can use Eos as a pocket healer.

Honestly, if you want to play both, your best bet is to split the difference. 15 in each stat, quite frankly, putting all your points into one or the other wont make or break you either. To be perfectly clear, you will lose some for your healing or some for your dps no matter what, however 30 points does not, in any way, make such a humongous difference either way that it's worth really stressing over. Your gear can and will get you balanced out with whatever path you go. No content will be locked out or impassable if you have a summoner with all their points into mind or a scholar with all the points into intelligence. People may argue, but 20-50 points per, is not enough to stress over.
