I see. Thanks for the answers. The whole "reboot" thing they done for ARR had me little worried there.
For the basic side contents like raids and dungeons they'll probably be skipped but players will still run them for the ROulette bonus and new players will have to go through them once first if they wish to unlock their roulette and access the Hard Mode version of the dungeons.
However, Main storyline will not be skippable
As of now Yoshi-P did mentioned 3.0 Story will be the size of 2.0 storyline.
However, 3.0 storyline is the continuation of 2.X storyline so any new characters will most likely have to work their way through 2.X storyline since 2.X story is lvl 1 to 50 content.
3.0 storyline will most likely be the lvl 50 to (New level cap) content. So it will be impossible to skip any 2.X Storyline since to reach 3.0 storyline you will have to work your way into 3.0 storyline through 2.X storyline.

The ARR thing was more or less an isolated thing, sorta like a rebranding. 2.0 stuff will still be there for new players and the instanced places will be there for you to do. 3.0 will just be added the tail end the same was 2.1/2.2/2.3/etc was added.
