I know for a fact that "/crosshotbar action "Chaos Thrust" 1 16" works as it is something I use.

Instead of cycling between crossbars you should get used to pressing R1 + (insert button here) to move between crossbars.

What you can also try if you do PvP as job:

First copy your PvE bars from your job to the class

example:
/crosshotbar copy [job name] 1 [class name] 1
/crosshotbar copy [job name] 2 [class name] 2
This you can just write in the chat because you need to do it only once
(etc...)

You can also use the bars from your crafting and gathering classes. (11 non combat classes to store all your hotbars )
