It's basically a form of RNG... you have to be lucky to a) be in the area when it spawns, b) be near enough to the Mark when it spawns and c) get enough damage off on the Mark to even make the damn attempt to get to it worthwhile...

I personally think the hunt system needs an overhaul. The HP of the these 'elite' monsters is less then that of even fate beasts! That's crazy, considering you've got a good 25-30 people or more in the area looking for the thing. If the thing is dead before a good percentage of the people can land enough damage, what good is it?
I'm not saying I dislike the system, I just think it needs a bit of tweaking to improve how the credit is given and the life of said marks.
