    If you're using a controller, go to Character Configuration / Hotbar Settings / Cross and select "Use pet hotbar" at the top under general settings.

    Then when you're on your magitek mount or the amalj'aa drake, you can go to cross bar #1 and the press R1. The pet hotbar will appear.
