Taking screenshots in game is really bad, I can say as photographer in real life.
Free camera will be nice, because with character still in the middle of the screen is not good for perfect composition (except few pictures which can brakes rules).
With 1st person view it is better.

While a feature much like this already exists for the development environment, it’s currently not in a form that can be utilized by the general populous and it would require a heavy amount of adjustments so that it can be easily operated. Due to the fact that this would take quite a bit of time to test, we do not have any plans at the moment to add a feature such as this.

You can press any where on the touch pad actually.By your game list, I'm assuming your on PS4. Hold L1 and press the right side of the touchpad.
This toggles the HUD elements. to where you can take clear Screen captures. It won't freeze the game like in I:SS because it's a online game but This is how you take screens in a HUD-less "photo mode."
I'm curious about what exactly is making it ok for devs but "not easily utilizable" for the players. I would really like it looked into because yes, it's something that's missing from the game. The game would just need to be able to recall data that is allready loaded and being read by your computer, it would probably require a bit more work than SE would want to do so. But hell it would be nice to be able to take a freezframe
As for the "Development" style of camera control it is probably a totally unlocked and controlable camera something the developers might be afraid to give to people for fear that we couldn't figure it out...or something like that.
Every feature added to the game must be designed and tested to make sure it can't be exploited in a way that upsets the balance of the game. Would you want an RMT botter to have the power of a GM?
