scholar/summoner pets unresponsive to user input to cast cooldown spells on obey

Steps:
1. put eos on obey
2. tried to use actions whispering dawn, fey illumination, and fey covenent. eos would not cast the actions unless stationary and not already casting embrace.
3. continue to mash the action button until eos finally reacts and casts the spell. sometimes you can click the action button repeatedly and she won't cast it. she was never extremely responsive, but it's gotten much worse since the implementation of patch 2.3. many players have noticed. summoners complain of the same unresponsiveness with their egi pets.

same issue here. didnt seem to be always the case but quite annoying in coil (and just in general)
