Your dataset is pretty small so far, but looking at it, it seems there's no difference between desynthing NQ and HQ fish. I observed the same when desynthing non-fish, but I haven't kept careful enough track.

aye still small a work in progress, and so far i have also not seen a noticeable difference between HQ and NQ fish

At what level can I begin to desynth Silver Sovereigns?

I have about 22.50% success rate at 68 desynth to give you a minor idea

Nice, I'm trying to get one with no luck so far. Reached 93 cooking desynth today. Well, my fisher retainer got a new ilvl 70 rod so at least one of us is happy. xD

I still have all my other legendary fishes though...

I'm currently lv 85 cul so SS are at 70% desynth for that 2 star fish.

You can level cul desynth off fish and crowned pies(lv 48) BUT around lv 75 or 76 lv 48 fish stop giving you Desynth points which before were .01 for cloud cutters lv 48 so from then on you have to desynth lv 50 and 1 star fish like mahi mahi.

Silver sovereigns have given me ventures fine sand and water crystals and the amount of Desynth varies ive gotten a range from .18 to .29 at lv 85.

Rumors floating around giganto shark, octomammoth, silver sovereign and i would assume all other 2 star fish have chances to give seabreeze top and pareo bottom I'll verify later on.

Also i've heard that the 3 star fish olgoi-khorkoi ya know the 3 star fish you need for your best fishing rod desynths into water proof cotton which is used for the leather working coeurl bathing suit sets ill check when i get there. GL YALL happy fishing ive been gone a while but im back and im at 10/20 hq SS T_T ill get there eventually.

Do the fish have to be HQ or something to get the good drops? Or is it just a really low chance?

its a low chance.
I desynthed a bunch of NQ gigansharks and got lucky and got both male & female swimsuit top. my synth level is 84 now

I didn't really look into this thread until now, after I have been working on this spreadsheet and put it out to the public. But this thread seems to be a bit more active so I will post here as well.

This is the spreadsheet. Just for desynth info for the community or to even help add to if you wish. The only difference being that I prefer proof since it's more reassuring.

woot got my foragers rod and cul desynth to 89.56 im currrently 339G 277P, so with food I might be able to go after olghoi khorkhoi XD.
