The way I understand the patch note info:
You gain skill points for desynthing, that much is common knowledge.
Whilst working on a particular skill, you may also experience other skills going down. This is the random loss you are seeing.
When the combined total is at 300, then you will experience other skills going down.
The difference lies in the may and the will parts. One implies a chance of seeing the downlevel, the other implies a guarantee of seeing the downleve.
Exactly. And why do you care about losing 0.01 point is simply weird. I have culinarian at 70 now and every time I get other skill up for 0.5-1 I lose 0.01 culinarian that I can get back any time by desynthesizing another random lvl 45 fish. It's not that you level up one job by 0.02 and lose 0.01, just tiny decrease in those moments when you get big improvement on other jobs. Also so far haven't seen desynth skill decrease bigger than 0.01.The way I understand the patch note info:

You must be at the very low skill levels. It costs about 100k for me every time I lose 0.01 points in GSM to get it back. That's not much, but it's not nothing.Exactly. It's pretty clear that when you skill up, there's a chance that you will lose skill points (which is what.. tiny amount?).Successfully desynthesizing an item will raise your skill level for that class. However, this may also lower the skill level of other classes in certain instances.

Then its just a matter of clarification, especially since anything Yoshi-P says is basically a whisper down the lane, he said something, some one translates it, another person transcribes it. Also they have intended things to be one way but have changed it for the actual application in the game, i take the patch notes as being the final "this is what is in the game."
All I know is, after reading this, I suddenly feel I made a horrible mistake by skilling up carpenter desynth first...
Semantics in the patch notes, and whether or not it was "intended" aside, this is still an problem that should be resolved (preferably removed from the game completely) much sooner than later. It's a rather frustrating piece of design. The 300 cap is still in place. No one would miss it.
Off topic but does anyone else feel like the success rate is overstated? It seems to fail far more frequently than what the game suggests.
