weird graphics problem

tried posting this in the tech support but not getting any replies so i figured i would try here. ever since i can remember ive been getting this issue, it seems to only be in distant fog effects. i feel like ive tried every option, any advice anyone?

AMD videocard ? if yes update to older Video Card drivers , i was have same stuff and it helped (*AMD 4600 series here ;
