I cant see huge improvements coming in hi player load areas, the level of detail is very hi for a mmo, but more some of the systems they use would need massive changes to reduce it.
The game defiantly has a lot more optimization to be done and a lot that has, but then all mmos do till they are a good 18months old at least.
(look at what EvE is capable of now I remember 50+ man lag fights not 1-2k+)
So with the focus in other areas atm it will take a least a year before we see much imo.

Only advice is if its a 216 core GTX260 you should be looking at a 680-700mhz OC really. (Do not go up past the 680 unless your sure with your Oc'ing)
My bad 216core 260 would hit 700 though and the good one stable over 720 with careful tweaking.

That guide looks to be based mostly of the beta settings where vsync forced on and some other things did actually boost fps a little, I've no idea if it is still valid now with the live client though.
(I did personally use it along with other tweaks also with and without the crysis sli trick on my then GTX260's and gain 3+fps (7+fps with sli trick) in most places)
