I would bet its mainly due to AF armor really wanting to be distinguished as a single traditional color, but some people wanted it dyable and so they did.
It just takes a while to look different.
I really don't understand why they couldn't just make AF instantly dye-able like Darklight gear. It's ridiculous that you'd need all these items just to let you add color to something... is there even a way to see what the dye-able areas of the AF will be before acquiring all these costly mats, or are we supposed to just cross our fingers that we'll be able to dye the parts we want?

Disappointed that they said Artifact wouldn't be dyeable, and then added a way to due them.
I didn't think it would be possible to handle something as simple as this so poorly but SE has surprised me once again. Bravo.
Go do the quest. Augmenting the relic armor is a difficult task for the blacksmith. If you don't want a game with lore behind it then the FF franchise isn't for you.
I'm pretty sure SE said awhile back that they would allow AF armor to be dyed, but it would be a few patches down the road. Now we are down the road. It's certainly not the perfect system, but I'm sure the prices will drop as time goes on.

This isn't lore though. This is just their excuse to gate something new that's entirely cosmetic behind a massive grind wall.
