UI Flickering in High Population Zones

I'm having an interesting problem since the newest patch. Occasionally in high population zones such as Mor Dhona, when turning the camera or jumping my UI (Chat, Quest tracker, skill bars) will flicker off and then on again. This is very quick and only noticeable if you pay attention to it. It does not happen in low population areas.

I have tried changing from windowed to borderless windowed to fullscreen and that changes nothing. I have tried disabling Occlusion Culling as I thought that may be the issue but no such luck.

My PC setup:

Intel i7 3770k
Sabretooth Z77 Mobo
EVGA GTX 780 6GB
8GB DDR3

Does anyone have insight into this kind of issue?
