    Getting the same issue here. Played around with every setting in the Graphics Settings menu, nothing seemed to affect it.

    My PC:
    AMD Phenom II X4 3.2Ghz
    Asus M4A79XTD Evo mobo
    ATI Radeon HD 4890
    4 GB DDR3
    Windows 7 64 bit

    Edit: It seems to be directly caused by the amount of people on screen. Under System Config > Other Settings > Display Limits, setting the "Character and Object Quantity" to Low or Minimum gets rid of the flickering; Normal and higher has flickering.

    Can confirm this as well. Setting it to minimum or low yields no flickering.
