I noticed some issues with hate but I'm pretty sure it was because they are new dungeons and when by get used to them and mechanics, mob spawn points etc it should be easier . Blm buff was obvious too

I don't have any enmity issues personally, but I'm also using str accessories. I have heard of many paladins struggling with keeping hate since the patch.
Ran a dungeon with a WAR who pulled more than we could chew in Hullbreaker. We wiped, which was w/e but then he kept losing hate. I could tell he was spamming his combos and the dps were not necessarily overgeared. At one point in the second boss I ripped hate healing and all the dps were at the top of the meter. He was also getting trucked every pull. I asked him to turn off and on Defiance to see if it helped and it fixed the issue.
I've seen other tanks complaining so my guess is there's a bug with the auto recast after deaths.

My experience with it is a bit different; with Defiance up I have no noticeable issue (even after a death), but with it off my hate gen isn't nearly what it use to be.
Had this issue randomly in T8 last night. . WAR wasn't able to establish hate in one of the pulls. Turned off and on Defiance and it was instantly resolved. His HP reflected it as active but the aggro table was behaving as though it was off. The rest of the pulls it seemed to recast fine.

Come on SE dumbest shit ever... the only issue before this is if a pld get raised in combat they have to wait to apply ShO... now enmity occasionally works.
