UIT/Oil is shared on weekly timer. Onion Knight minion is free for all no lockout.

Ouch but good to know. I rather touch the extra drops than the iLevel 100 items. I thought everything in the extra chest is an exception from the weekly loot lockout. At least that's what I made out of the Lodestone patch description.

And yes the last boss chest drops UIT and oil. No sands.

I think that only applies for the minion. The oil/uat and the gear have weekly lockout.

Are the UAT/oil and gear are on the same lockout? Or can you get in 1 week: 1 UAT, 1 gear piece and the minion?
