Confirmed with me as well, this fix does work. I only installed the XNA Common Controller as suggested by _colina_ and it worked like a charm. Many thanks to Taoquitok for providing us with a workaround!
The only missing file is xinput_9_1_0.dll which can be installed from here:
http://www.win2008r2workstation.com/xinput9_1_0-dll/
Confirmed both fixes, Both seem to work. (on Server 2008 SP2) Thanks for saving me the frustration!
