Probably old news by now. I was catching up main quest after Ultima. I came across this quest and I think it might have been a Simpsons reference. Bart is trying to call the police because he thinks Flanders killed his wife. He gets an automated menu. In frustration, he dials a random selection. The voice on the phone says this line.

It is indeed a reference to The Simpsons (the episode 'Bart of Darkness' specifcially). Ferne likes to put references to pop culture throughout the game and that's just one (another Simpsons reference is during one of the SCH Job quests, where the player has to cast Leeches on invalids at Camp Bronze Lake, one patient (a hyur woman who appears to be suffering some kind of paranoid delusion), paraphrases a line from the earlier episode 'Lisa's First Word': "Can't sleep, mummur will eat me!"

Also the quest before "You Have Selected Regicide", "Hail to the King, Kupo", is a reference to the third Evil Dead film Army of Darkness,
