well, you can say there is no bot in FFXI, WoW, Ragnarok Online, Rift, etc.....
Also, you can say there is no gilseller/RMT in those games also. ( well, first day of playing those game, you'll get some /tell to selling money, at least not much RMT in FFXIV that try to tell/shout everyday as other game. )

Bot is a challenge that game maker must face, and they have to find some way that limitation on bot or make system un-botable. ( gathering fatigue is one of the bot prevention method )

This is my guess why SE just do nothing with bot

Yoshi-P : Dear President Wada, we have a list of bot report user as in attach file. I need your direction what do deal with them.

like I said, there are bots and RMT in every game. Also, keep in mind that not all bots are RMT.
