People with just a little bit of time each day could at least count on getting their daily hunt done for seals. Unless they get a fate one that day and during the hour they have to play the fate never spawns so they have nothing to show for their play time.
I don't know what your point is. No, we don't know the spawn timers yet, so why worry about it? If there's enough of them in the world, you can kill them while farming FATEs or something. Make an LS that tracks them down, whatever.
