PIERCE not working, and other timer issues

Today on my Lancer, I am unable to use my PIERCE attack. Regardless of when I try to use it in a battle, I receive the message "Pierce cannot be used right now". On top of this, my actions that do not use TP, (Heavy Thrust, Full Thrust) do not darken when I use them, and when they decide to display a recast timer, they display a far less countdown timer. For example, Heavy Thrust has a 60 second recast, but after I use it, it starts to countdown from 30, and then the timer goes away as if I can use it again, but I receive a message similar to the Pierce message above when I try.It allows me to use it once the actual recast time has passed. Also, my weaponskills are experiencing a similar issue to having a shorter recast timer, and displaying as ready, but not allowing me to use them until the full actual recast time has been met.
