    Nope, definitely not, because the game's lore specifically says so - Limsa Lominsa especially, as it is built around the wreck of a giant ship called the Galdion (i.e. - the Mizzenmast Inn is so called because it was constructed from hollowing out the Galdion's actual mizzenmast!), Ishgard is clearly a stone citadel built on a crag, and Garlemald, well, really Garlemald would probably be the most likely to feature it.

    But as the Primals are beings made of aether and not constructed, I really doubt Alexander will ever actually appear as a 'Primal' here, and is more likely to be a generic enemy (like Diabolos at the end of Lost City of Amdapor).

    He could also show up similar to how Ultima Weapon is used, IE a thing engineered by the empire. What would be neat is if Cid somehow sabotaged the project by installing something in him that turned him into the Noble, Knightly archetype we all know....you know.... Party escorts Cid into empire, sets off distraction, sets Alexander loose, fight him down, have Cid turn him on Empire, escape.
