There is no reason to use SS on its own (if you absolutely need to use an ability outside of combo, use BB, since that generates 500 enmity, rather than 300), and you should never just use the BB combo (it's lower enmity than virtually any other enmity combo options and has the worst possible damage of *any* WAR rotation).

The basic rotation you *should* be using for a WAR is (SE or SP) combo>BB combo>BB combo. Once you have established your baseline AoE enmity (if you're starting from scratch, this is basically 1-2 Overpowers; if you've got Maim, you can often get away with just 1; if you've got 5 stacks of Wrath going in, you should be using SC), you should then move into that rotation but make sure to target swap (don't just attack the same target; swap from target to target, getting 1-2 attacks on each, depending upon how close your allies are to pulling aggro from you).

You should never really have to use Flash either. Flash is horrible for a WAR. Take it off of your bar right now.

One of the other things you should realize is that Steel Cyclone is *amazing*. When you're AoE tanking, once you've established baseline enmity on everything, start doing your ST rotation (SE/SP>BB>BB) while target swapping and use Steel Cyclone whenever you get 5 Wrath. SC generates 50% more enmity than Overpower, does 250% of its damage, and doesn't cost any TP. When possible, use Infuriate immediately after you use SC in order to use SC against immediately (SC>Infuriate>SC) for loads of AoE damage as well as enmity.
That's your problem. You're playing WAR about as badly as is possible.
