Sadly I think this is a common thing to happen on all mmos.

FFXI was the same way. You had everyone in White Gate (now Jueno with abysea). Only people in towns where crafters or those doing dynamis. WoW has that same thing, many of the major race cities are all but deserted.

I think it is just a common thing for people to congregate in 1 area.
